its territory overrun by the enemy, its capital occupied, and itself reduced in its means to a state of complete inefficiency, without there being any power, except Russia, which can give it effectual support. Spain is too distant and too disadvantageously situated; the Italian States are at present too brittle and powerless.
The countries we have named have, exclusive of their possessions out of Europe, above 75,000,000 inhabitants,(*) whilst France has only 30,000,000; and the army which they could call out for a war against France really meant in earnest, would be as follows, without exaggeration:—
