- Industrial and agricultural labour must be absolutely prohibited during childhood, and there must be a further reduction of the working day in the case of young persons.
In addition, the Russian Communist Party must undertake the following tasks:
- When there occurs a general increase in the productivity of labour there must be a maximum working day of six hours without any diminution in the rate of pay, and in addition to the six hours there shall be two hours’ compulsory work without special pay, during which instruction shall be given in craftsmanship and the theory of production, practical instruction in the technique of State administrative work, and military training.
- The introduction of a system of premiums which shall promote emulation, in order to increase the productivity of labour.
