In tsarist Russia the method by which the masses of the people were kept in subjection to the aristocratic State was not, on the whole, that of a bourgeois-priestly-tsarist enlightenment, but simply that of withholding enlightenment of any sort. In this connexion we may refer to the notorious “theory” of the celebrated obscurantist Pobedonostev, who considered popular ignorance to be the main prop of the autocracy.
