The intensification of armament and the increase of the police force are essential to the realization of the above-mentioned plans. It is necessary that there should be besides ourselves in all countries only the mass of the proletariat, a few millionaires devoted to us, policemen, and soldiers.

We must create unrest, dissensions, and hatred throughout Europe and through European affiliations, also on other continents. In this there is a twofold advantage: First, we will hold all countries under our influence, since they will realize that we have the power to create disorders or to restore order whenever we wish.
