British possessions bears a diminishing proportion to that with foreign countries. Thirdly, of the trade with British possessions, the tropical trade, and in particular the trade with the new tropical possessions, is the smallest, least progressive, and most fluctuating in quantity, while it is lowest in the character of the goods which it embraces.
