And first, if it be a law that obliges all the subjects without exception, and is not written, nor otherwise published in such places as they may take notice thereof, it is a law of Nature. For whatsoever men are to take knowledge of for law, not upon other men’s words, but everyone from his own reason, must be such as is agreeable to the reason of all men; which no law can be, but the law of Nature. The laws of Nature therefore need not any publishing, nor proclamation; as being contained in this one sentence, approved by all the world, “Do not that to another, which thou thinkest unreasonable to be done by another to thyself.”
