And our conduct does not tend to change this state of affairs. Inasmuch as our bourgeoisie sets up the restoration of the 1914 frontiers as the aim of Germany's political programme, each member of the enemy coalition who otherwise might be inclined to withdraw from the combination sticks to it, out of fear lest he might be attacked by us if he isolated himself and in that case would not have the support of his allies. Each individual State feels itself aimed at and threatened by this programme. And the programme is absurd, for the following two reasons:
