It must never be forgotten that the present rulers of Russia are blood-stained criminals, that here we have the dregs of humanity which, favoured by the circumstances of a tragic moment, overran a great State, degraded and extirpated millions of educated people out of sheer blood-lust, and that now for nearly ten years they have ruled with such a savage tyranny as was never known before. It must not be forgotten that these rulers belong to a people in whom the most bestial cruelty is allied with a capacity for artful mendacity and believes itself to-day more than ever called to impose its sanguinary despotism on the rest of the world.
