La reina Isabel, por sus patentes reales, con fecha del 25 de marzo de 1584, autorizó a sir Walter Raleigh a buscar tierras paganas remotas, no habitadas por pueblos cristianos, y le concedió, en plena propiedad, todo el terreno situado a menos de 200 leguas de los lugares donde su gente estableciera, en el plazo de seis años, sus viviendas o moradas;
