Waste seems necessary to keep trade brisk, and therefore to keep the industrial processes working at their full capacity. The ulterior reason for this state of the case being the fact that the decisive ground which determines the margin of activity in business, and therefore in industry, is the business men's reluctance to accept a reduction of profits as measured in terms of price.
